Business Unit:

This role is part of the Corporate Services Group, Information Technology Department.
Corporate Services Group is responsible for effective provision of IT function in supporting the Bank's operations and managing the Bank's properties, security and facility services.
Information Technology Department is responsible for transforming and developing the core IT functions that support the Reserve Bank's policy, operational and corporate objectives.

Role:

Provide business engagement focus and coordinate implementation of technology solutions to meet Policy Departments' business needs, help manage effective and efficient change, problem and incident management processes and other BAU related activities.

You would also be responsible for:

  • Leading a team of 7 developers enhancing, supporting and maintaining systems, ensuring high levels of availability and minimal incidents through proactive maintenance, change control quality and testing.
  • Consulting with business stakeholders to identify and prioritise their current and potential requirements such as enhancements, maintenance and application upgrades.
  • Communicating Release Plan with business so they are informed, agree on estimates  and  are provided with regular status updates
  • Assisting in preparation and presentation of service delivery reports
  • Managing and delivering BAU operational services and support to meet the business needs and service levels including production systems support, DR and BCP practices, technology obsolescence and system roadmap.
  • Managing and prioritising work requests (including requirements gathering, realistic plans for delivery, assign tasks to other technical staff and tracking activities to plan) and providing regular and accurate reports to stakeholders as appropriate.
  • Liaising with vendor on contract, SLA, product roadmap and support management.
  • Creating processes, security measures, standards and best practices aimed at enhancing the availability, security and performance of applications in Policy Departments.
  • Contributing to the selection of system architecture components. Evaluate and undertake impact analysis on major design options and assess associated risks. Ensuring that the system design balances functional, service quality and systems management requirements.
  • Undertaking relevant research including the evaluation of new software, tools and techniques ensuring fit to the Bank's enterprise architecture and standards.

Experience:

  • Experience in managing a team of developers and IT specialists to deliver business requirements on time and budget.
  • Experience in maintaining effective working relationships with business stakeholders at all levels and identifying their objectives, requirements, scope and timeline estimations.
  • Experience in coding and delivering software solution using JEE or .NET technologies.
  • Experience in using SDLC collaboration tools such as JIRA, Confluence, Sharepoint, etc.
  • Experience with software development methodologies including the design of application security and testing approaches such as Test Driven Development.
  • Knowledge of ITIL principles and practices for service delivery.
  • Sound knowledge of Project Management, Problem Management and SDLC Methodologies and the steps involved to delivering IT solutions.
  • Understanding of relational data structures, data warehousing concepts and practices.
  • Knowledge of security principles and architecture.
  • Knowledge of unmanaged code such as Visual Basic 6 and VBA to support existing and to migrate legacy systems.
  • Experience in managing vendor relationships.
  • Experience in building Business Cases.

Desirable:

  • Knowledge of R, Mathematica, Matlab or other econometrics tools.
  • Data analysis experience – time series, seasonal adjustments, financial reporting, etc.
