The RBA is looking to fill a Manager position within the Payments Settlements (PS) Department. This is a frontline leadership position that plays an integral role in the day-to-day operation of critical national infrastructure supporting the Australian financial system, including the Reserve Bank Information and Transfer System (RITS) and the Fast Settlement Service (FSS). You will oversee operational and service delivery functions for these key Payments Settlements (PS) systems, while leading and developing individuals and teams to achieve goals and deliver departmental and RBA outcomes.

The Payments Settlements Department is responsible for the settlement of interbank obligations arising from the exchange of payments in Australia, the conduct of Exchange Settlement Accounts and the settlement of the Reserve Bank's own trading activities.

Your main responsibilities will include:

  • Oversee the daily operation of PS services and the RITS Help Desk.
  • Provide advice and deliver cost effective services that contribute to the Bank's strategic goals. 
  • Co-ordinate the timely resolution of production system incidents to maintain high levels of system availability
  • Plan and co-ordinate changes and business continuity testing related to PS servicesLead, guide and develop individuals and teams to effectively and efficiently achieve area outcomes. 
  • Contribute to the maintenance and improvement of policies, systems and processes, ensuring compliance as well as appropriate levels of quality assurance and control. 
  • Contribute to the broader strategic direction and leadership of the area, sharing accountability with other leaders for overall performance of deliverables and outcomes.

Your background

  • Extensive experience in a business operations role overseeing service delivery functions for a critical system.
  • Proven experience co-ordinating the resolution of incidents related to a critical system. 
  • Strong interpersonal skills to influence, collaborate and communicate strongly with key stakeholders across the Bank and externally
  • Proven experience being accountable for and successfully delivering key business objectives and RBA outcomes.
  • Advanced knowledge of payment, clearing and settlement systems and associated technologies.
  • A proven aptitude for analysing complex operational or technical problems and proposing practical and workable solutions.
  • Strong people leadership, coaching and mentoring skills to develop team members.
  • Knowledge of information technology change, security and incident management principles

The following would also be considered advantageous:  

  • Advanced knowledge of service management principles and processes
  • Tertiary qualifications or ITIL certification 
  • Experience in a customer service or help desk environment.

The role will be required to be performed on a rotational shift work basis. There is also a potential requirement to work irregular hours and be contactable out of business hours, including weekends, for problem resolution.
